No. Each plugin is built to install and run on its own. If a sibling plugin is present, some features connect automatically — but nothing hard-crashes or breaks if it isn't there.
The first JSM plugin to load creates the shared WhaleSoft.net menu, and every other JSM plugin attaches to it as a submenu. This keeps wp-admin's sidebar from filling up with a separate top-level entry per plugin.
It means a plugin has been checked against WhaleSoft.net's catalog standards — most importantly, that it installs cleanly and won't break if a related plugin is missing.
This is usually caused by the linked Google Cloud project still being in "Testing" publishing status, which limits authorization to a short window. Moving the project to production status resolves it.
